Visa COE approval = student VISA?

Just curious, if a person is wanted in Japan? Is the COE going to be approved?

Also does COE approved basically means visa is gonna be all fine? As I heard that COE is the biggest hurdle

Not necessarily.

As I heard that COE is the biggest hurdle

Well sure. But it's one of many hurdles. The embassy/consulate could still refuse to give you a visa. And the immigration officer could still refuse you entry even with a COE and a visa.
