Visa COE approval = student VISA?
Just curious, if a person is wanted in Japan? Is the COE going to be approved?
Also does COE approved basically means visa is gonna be all fine? As I heard that COE is the biggest hurdle

CoE approval depends on more than just “if a person is wanted in Japan”.
If a CoE is approved, then the visa is basically guaranteed.

Not necessarily.

Well sure. But it's one of many hurdles. The embassy/consulate could still refuse to give you a visa. And the immigration officer could still refuse you entry even with a COE and a visa.

Immigration are the ones who decide whether or not you'll be allowed to live in Japan.
The CoE is a document issued by immigration that states that they've reviewed the circumstances surrounding your application and confirmed that you meet the requirements for a status of residence.
The visa is a document issued by an embassy or consulate that states they've reviewed the CoE and supporting identity documents and verified that they are legitimate and you are the person they were issued for.
You'll take both documents to Japan and undergo landing inspection with immigration. They'll check both your CoE and your visa and make a final "yes or no" determination.
The CoE is the most rigorous part of the process. They check your plan. They check your sponsor. They check your credentials. But it's not the only step where it can all fall apart (although usually if it's going to get rejected it's this step that it gets rejected at).
