Could be either, although it looks like layers which would suggest it’s not cheesecake. That said I used to work in a hotel in my early career where if there was left over cheesecake mix and spare sponge cakes it would get layered into a cake and labelled as mousse cake. This is one reason why I will rarely ever buy mousse cake.
