So like why isn't he using his points? He has such an absurd number and is just using a fraction of them for no reason?

Also, why did their fight stop anyways? I don't really get what her motivation for ending it was.

I've done this in games where you can allocate points whenever you want. If you're already massively OP, adding more points isn't going to noticeably affect the majority of your gaming experience. Just saving them up can be a matter of not wanting to bother with them, or it can be strategic. Using them all up means you can't specifically tilt your build to a specific purpose if an emergency arises or you get inspiration to try something quirky (there are a lot of stat-based games that don't allow you to reset builds).

ya, at some point when you are already ohkoing things, all those extra stats just feels like bonus or something that i will add to my stats to make number look funny so i can get a chuckle.

Otherwise for most part, since i am already op at 1mil stats, i am good to save up whatever amount of extra stats i have lying around as long as the game doesnt bug me about it.

And then if anything does show up, you've got all those banked levels ready to drop into wherever they are needed!
