What happens to the oil aftermath ?
I believe that in the previous case, the criminal justice was pretty mild with the involved persons, like the captain got a fine and suspended sentence for missing some paperwork and that's it ?

Indeed, they're definitely a pawn. A rich pawn compared to the sailor, but they have a family to feed, bills to pay, and I'm sure many can't afford to refuse a job.
And French jails are already over populated, so even violent criminal get house-arrest. A foreign ship captain, who won't kill anyone won't do much more damaged once banned from entering the country
