Bonds

In the episode free fall Burke has Jones look under an ultraviolet light at the bonds that Neil is caught on, then he gets arrested for those by Fowler am I missing something or wouldn't that be double jeopardy because he had already gone to prison for those bonds

Jones looked at the bonds and there was a record of it, fowler used the same signature on the diamond to frame Neal.
