Maybe, but I don't think UAE and Estonia have any relations. If they did it for their birthday, why wouldn't they do the same for Belize or East Timor or any other country? And I don't think they do this thing for every country's birthday

It was done for Estonian Independence Day apparently.

Edit: There are also claims it's photoshopped, but I don't speak Estonian so I can't tell if that's been debunked or not.

Not photoshopped, but not really meant as any kind of signal either. 'twas in 2016 (so a few years before our centennial and several months after our independence day) and apparently featured as basically a test image by an animator of a featured show who happened to be Estonian :)
