Identify Upside-down ‘Dutch’ flag in Italy. What is it?

I have seen a flag with a blue top, white middle, red bottom a couple of times in Apulia in Italy. Any idea on what it’s representing? (There is also a French flag further down so they’re not being fancy with a French flag)

Most likely they just hung a Dutch flag upside down without realising.

Looks way too new to be out in the sun for 20 years. Probably just the Dutch flag upside down.

It's also the flag of the Kingdom of Yugoslavia. Considering that lots of Balkaners work in Italy maybe the owners are just patriotic to it.
