It's the Straw Hat Pirates' Jolly Roger, a pirate flag from the One Piece manga series flown by a group who fights for the oppressed. It's recently gained popularity in pro-democracy protests IRL, including in Indonesia, Nepal, Madagascar, the US, and more.

Side-note, protesters were instructed not to fly Nepal's national flag, since it could be interpreted as supporting the monarchy, which was overthrown in 2008. It would be cool if the Jolly Roger gets adopted officially.

Not quite. Indonesian here, it wasn't banned because of the protest. Some Indonesians putting it up were normal occurrence because Indonesians are a big One Piece fans, but because some started to put it under the Indonesian flag right before the independence day, the government started took notice and banned it. Which then turned into streisand effect of people started using it for protests.

So really, it's used as a protest because the government banned it, not that because it's used for the protest that the government banned it. If the government didn't ban it, we might not see it as a form of protest today.

In case it isn't so clear, the main problem is people putting Indonesian flag below Strawhat flag. Flag raising is very-very common here, but you DO NOT put it above the Indonesian flag.

In short: they banned it because the series is a extremely long manga about the trials of the oppressed vs tyrants with the main character being an extremely like able and honest guy who is relentlessly pursuing the one piece. Although I would argue the one piece was the change he brought about on his search. Oh yeah so this manga as been lightly credited for inspiring the younger generations to revolt in anger against the real-life systems in place that have direct parallels in the manga that Luffy, the MC directly fights against. Its also a important example in the the whole “anime isn’t political.” Argument.

Edit: Just to throw My opinion in there too. If your country is banning this flag. Someone is familiar with the series and knows it may mean actual trouble from the youth’s. I wish I was joking but look at Nepal and if you go out of your way to read this series which is already 1000+ chapters/episodes long.you might get some political ideas. it takes commitment to start the series at this point. Just saying the last time people were committed and acted after reading a book that “long” hmmmmm. I’m sure you can make the connections where they apply and reason behind banning.

But I do understand the symbology, since Luffy and the straw hat crew routinely stand up to injustice, repression, and tyranny on both sides of the pirate/marine conflict.

Sure, but Pirate King is not really a title that means he rules over anything. Like Elvis being the King of Rock n Roll or MJ being the King of Pop. King of the Pirates is just the pirate that is the most free and does what he wants.

To be clear, the Straw Hat Pirates don't intentionally fight for the oppressed. It's just collateral effects of their pursuit of their goals. The captain of the Straw Hats, Luffy, has a dream to become the King of the Pirates, who he believes is the most free person in the world. To claim the title of the King of the Pirates, one has to claim the treasure of the former Pirate King. That treasure is the "One Piece". But in pursuit of this goal, the Straw Hats are often in direct conflict against other pirate groups and the Marines, who work for the tyrannical World Government. And as such, the actions of the Straw Hats often result in third party groups being inspired to fight or liberated from oppression.

I only make this distinction because there is an organization in the One Piece universe that's sole purpose is revolution directly against the oppressive World Government and their tyrannical leaders. But their flag is rather lame.

Most arcs in One Piece are structured: Luffy meets person from island, finds out they are oppressed, Luffy says that shits fucked lemme throw hands so you never have to starve again. Luffy fights for freedom, it's just not his ultimate goal.

I'd say that makes it MORE meaningful. His goal isn't about stopping oppression, it's literally just his Tuesday. He hears about it and goes "oh. Well that's fucking dumb, lets handle it so I can get back to my quest." Because oppression is bullshit and it's just obvious that it has to be stopped.

Technically Luffy fights for people's dreams. It just so happens that most people in the one piece universe simply dream to be free of oppression... Weather it's oppression from the world government or other pirates.

His main, stated goal is to become the pirate king by finding the one piece, but his moral compass nearly always requires him to encourage others to fight for their dreams and to fight for them when they can't fight for themselves.

In doing so, he might actually become more powerful than the previous pirate king, due to his massive following...

They did, but it's important to note that the monarchies they reinstated were generally popular with their citizens and the regimes that replaced the monarchies were markedly worse, like with Doflamingo's iron grip over Dressrosa.

Luffy repeatedly states in the show that being king of the pirates isn't actually about ruling anything.

Being king of the pirates means being the most free. On that path he often liberates others

The term "King of The Pirates" was a term coined by the world government to demonize Gol D. Roger

There's still a level of irony to it. But with context it's only like the most surface level of irony

This flag is from a popular anime called "one piece" the protagonists, led by a man with that hat, fly it everywhere

The main philosophy of the pirates, and the show at large, is fairly revolutionary (going to war with the world because their friend is sad being a prime example)

People have already answered what it is but I have a small fun fact of how it (as I observed it) the flag became popular because of awful graphic design in Indonesia.

Indonesia had their 80th anniversary last August. And revealed this as the logo. People thought it was so ugly they turned it sideways as form of mockery.

People then just began to use it in a one piece style. And then finally just straight up using the one piece flag all together.

As a fan of one piece since the early 00s, even part of my username, and my dog is named Luffy, I'm absolutely stoked that it's taken on this connotation globally after the Nepalese revolution.

The straw hats regularly topple monarchies, scummy hyper wealthy extravagant slavers & world nobles, & the corrupt police establishment of the navy haha. Shooting the WG flag at enies lobby is a pivotal moment. They're cool with fishmen, Okama, & may not be in the revolutionary army but align with Dragons goals, absolutely the antithesis of authoritarian racially charged rhetoric. I'm sure Oda would approve.

Most people are forgetting to mention the key plot point of the show that serves as a parallel to these revolutions happening across the world. In the show, the Strawhat Pirate crew and their allies fight against the WORLD GOVERNMENT who is made up of oligarchic despots who oppress the people of the world.

It’s from the anime one piece.  It’s the flag of the protagonist crew.  Luffy’s whole deal is pursuit of his dreams and standing up against impossible odds for his friends and for what is right.  Straw hats mean the same thing.  🙂

straw hat pirates from one piece, the iconic ensign of the protagonist's (very oddly benevolent and caring) pirate crew. the hat on the skull also represents the protagonist's similar headwear.
