Some of these places avoid hiring u18s because they can't accommodate the extra break entitlements etc. You're also restricted on the amount of hours you can work. There's restrictions on manual handling and equipment usage for young people aswell. Youre best bet it to walk into smaller places on a Mon/Tue before lunch and speak to a manager. Smaller places have fewer staff and would be more inclined to give you a few hours a week when they need the help.
Ask your parents/aunts uncles if they know anyone looking for a cleaner/babysitter/gardener etc. Multiple casual jobs will be more achievable than one steady job.
I work with a lot of younger people (and used to be one), and the biggest obstacles to getting/keeping a job are -a lack of general social skills (being confident in speaking to adults but still being appropriate)
- lack of general life skills (you should know how to sweep/mop/clean a spill before you start your first job)
-lack of motivation (half arsing jobs because mom/dad isn't breathing down your neck) -a lack of cop on (unable to use contex cues and needing every step of something explained) These are generally things that come with age, but if you if you feel you're already there, make sure it shows on your CV and when you speak to any potential employers.
