How will the weather system work

Hi, I’m new to this project and I love the ideas and watching the gameplay feels like supcom but I was wondering how the weather will work. Will each faction have a specific weather they could use for buffs to go along with the rising tide and ice is it a structure that you will have to build. Or is it a centralized structure that each faction will have to fight over to reclaim it

Also sorry if u already went over this
