So many shows try to respect the audience and not use the "_____ period of time earlier/later" titles on screen (including Rick & Morty). Yet they fail.

I think since Ted/Rick augmented his friends with cybernetics he merely put his friends in ‘standby mode’ rather then stopping time.

Freezing time is different than time traveling, if he actually did freeze time and not just the near surrounding area.

Plus the time freeze between S1 and S2 was for 6 months, drawing attention after they broke it. The recent time freeze = instant jail was mentioned in the episode as Rick tipping them off, since Rick wasn't frozen, as previously mentioned by the 8000 different threads about it

Point about the Time Police, they only notice major violations or when someone does something really fucky , Rick pausing time for 6 months didn't get their attention but destabilizing it with uncertainty did.
The snakes got caught because, as rick says, they put their foot on the gas pedal and blew by the cops.
EM got caught because Rick tipped off the cops.
Like all cops, they are not going to catch all of the people who break the law all of the time.
I hate to say apply some logic to the show and how it works but come on people. Do you get pulled over every time you go over the speed limit?

Firstly, he probably didn't freeze time, or at least did something more subtle if he did (no time freeze circle effect and the deer moves)
Secondly, the cops only show up with a single cop to investigate after rick breaks time after freezing it, or when the snakes do a lot of time travel. The large force to capture Evil Morty was because of a tip-off. They're not all knowing or all powerful.

Friendly reminder that Rick time looped his entire home dimension and then left it like that for the entire duration of his hunt for rick prime AND the whole duration of the show until portal travelers got reset and the time police never showed up, or came after him for it. I'm pretty sure he can get away with it if he wants to.

I think Rick knows how to circumvent the time cops. He stopped time for months when they had to fix the house up after the party and didn’t get in trouble until they actually screwed up and fractured time.

Think of that whole environment is a simulation. Not a real simulation but a carve out of the universe that Rick has control of. He can start and stop the simulation when he wants, and the Deer is the trigger. We saw the deer when the simulation started and we saw the deer again when the simulation stopped. Look at the device he is using to stop "time". He appears to use a different kind of “pause” device than the big whole-world freeze from earlier seasons.
In S1E11 “Ricksy Business” and in S2E1 “A Rickle in Time”, he uses a larger/unspecified time-freezing contraption/device to stop the whole world. In S4E5 “Rattlestar Ricklactica” and in S9E2 he uses a handheld pause remote / time-stopping device to stop individual people.

The deer in that scene shows that only the people were frozen, not time itself. Plus nobody snitched on Ted.
