PC Question Execution struggle.

Hi yall. So i have this problem. Lockdown checklist always stuck on 86% or 85% i dont know why. I tried bang up. Lockdown. During inmates sleeping. And always that. Any help please?

Make sure the Warden, Chief and Religious Leader all have valid paths to the prisoners cell. I have noticed it actually preps the next couple of steps while completing the lockdown phase. How long have you waited at 84%
