PC Question Execution struggle.

Hi yall. So i have this problem. Lockdown checklist always stuck on 86% or 85% i dont know why. I tried bang up. Lockdown. During inmates sleeping. And always that. Any help please?

My only hypothesis would be psychward conflictions, since the features are added so far apart timewise, and are otherwise entirely parallel

Dont have that DLC
