Are the zord cards in here shogun? Looking for shogun, ninja, titanus etc...

Yes, that set includes the shogun zords, thunder zords, ninja zords Titanus and Tor the shuttlezord. (It literally shows them on the box tbh, but I also own the set so can confirm)

Titanus and Tor follow a new set of zord rules for ultrazords

What box carries the ultra zords cards. I just got into it so I haven't seen them in the wild.

That set (it's morphin time) includes the ultrazords for the listed zords, as well as the OG MMPR megazord combined with Titanus.

Note you'll still need one of the two core sets to play, that expansion is not a standalone game.
