Ask the Police (UK-wide) Toy nunchucks?
I’m doing pub golf this weekend and have some foam toy nunchucks (for my teenage mutant ninja turtle costume) , I can’t really actually find if this is actually legal to carry it in public?

It's a toy and they're made of foam, it will be fine...
Technically, anything can be classed as an offensive weapon dependent upon how it is used. Just don't poke anyone in the eye with them if you don't want to be arrested.

Only while incognito. Once you reveal yourself to be a real Ninja Turtle they become an offensive weapon.

I can’t add anymore than what others have said here.
Obviously if Shredder attacks then everyone will be looking at you guys to sort him out. If that happens, call the Police, eat pizza and have a cracking night 🤙

An offensive weapon is something that is made, intended, or adapted to be used as a weapon.
If your toy nunchuks are genuinely soft foam toys then they're arguably not made to be a weapon. I'm assuming you're not intending to use them as a weapon, nor have you adapted them to be used as a weapon (say, slipping a metal core under the foam.)
That would seem to put you in the clear. Particularly in the context of being in costume and surrounded by others in costume. Just don't start swinging them around in public after a few drinks.
