Looks for help building an unlimited deck

Hi, looking to get some help building a new deck to play unlimited. Me and my girlfriend play against each other so we dont enforce rotation. What we are hoping to do is build a deck focused on either enolga or pachirisu since those are aome of her favourite pokemon.

Does anyone have any ideas of what we could try to build for her?

We have looked at tweaking a manectrik/eelektross ex deck to include them but they just feel kind of there.

Another we looked at was a pachirisu tool deck.

What I have to play against her is a stevens metagross deck and a greninja ex focused one for context. So we need something that feels competitive with those two.

Nuzzle generator pachurisu (upr) and emolga teu form your engine, and raichu cec can be your payoff. You can also play alolan raichu unm and electrode teu for a seperate endgame. It's a cute deck but not too good

Does that search for special energies? Seems like that might offer additional potential.
