All cards with regulation mark H, I, J are allowed in Standard, and any prints of cards that are currently in Standard can be used, even if that specific print is not in Standard - there is an Ultra Ball with the correct regulation mark, so any Ultra Ball can be used. There is no Iono with the correct regulation mark, so Iono cannot be used in a Standard deck

This is a pretty good resource for understanding what's legal: https://pokegym.net/current-standard-legal-card-list/

The rule is: if the card has the same name, and the effect is functionally the same, then the card is legal to play. So there are a handful of cards with an out of rotation regulation mark but are legal to play.

Ultra Ball in specific has been reprinted, so it's still legal to play.

I'm pretty confident Iono is no longer legal as there have been no reprints.

If any print of a card has one of the HIJ regulation marks on it, then all prints of that card are legal.

All H,I,J cards are legal, the only exception is that if a G card is reprinted in H, I or J it's good to use! Your Ultra Ball example fits into this category.
