Controls/Input HDMI Cable issue not outputting set refresh rate
I recently got a Lenovo Legion R27qe Gen2 and after connecting it to my laptop I'm not able to get the 200hz which its cable of, rather I'm limited to 144hz. I can't use a display port because my laptop doesn't have one and I was thinking about getting an adapter but I'm unsure about that.
To get 200hz I'm not sure if I should get a USB-C to DP cable, HDMI to HDMI or a HDMI to DP adapter.

The monitor manual seems to state that 1440p @ 200hz is limited to displayport. If you have a USB-C port that is capable of outputting video I would get a USB-C to Displayport 1.4 cable or adapter. They are relatively cheap and it should work.
An HDMI to Displayport adapter is kind of a clunky more expensive adapter and most of them won't do 1440p 200hz anyway.

I have an ASUS TUF F16 and it does have thunderbolt 4 so I think it should be able to. Also I saw the part you mentioned on the manual where it says that 2560x1440 165Hz, 185Hz, 200Hz is "Only DP port" so would getting a USB-C to DP let me use my monitor at 200Hz then?

Not all HDMI is the same, you'll need at least a 2.0 cable. Also, just because the monitor is capable of it doesn't mean your laptop is going to be able to push that. Also, also, not every port on the monitor may be capable of 200hz, look through your manual.
