Those guys do a variety of things like open valves/gates for irrigation in various neighborhoods etc. They do maintenance things as well.
On that note-- they completely took out some large structure where the canal crosses McDowell between Greenfield and Val Vista. I was wondering why they did that-- I'm guessing is just wasn't necessary anymore.

A lot of the gates have been removed from the canal system. I can only assume they are not needed to divert water into laterals.

It's mostly this. The system isn't automated and they physically need to go let the water run to the irrigation flood neighborhoods.
