How would buses work in distributism?

Maybe like the trains and busses in Tokyo. There are some that are city owned. Many that are private but only have like one line. So they cannot play monopoly, because there is always a competing line nearby. Even the two city owned metros are overlapping so much they compete almost everywhere.

Unlike here in Germany, where the government owned public transport has a monopoly and they are like "because of a minor repair that only takes 5 h, the next 6 weeks the train line gets closed, walk or take the car losers".
