Its a "punt in die wind" forward meteorological base station for measuring incoming geomagnetic storms, detection of Flying Duchman apparitions, wave height for predicting bombs at crayfish factory, digital nomad flocks, red tides building from the two oceans convergence, repo rate fluctuations, baboon gatherings in preparation for their next sixt car raid, reddit grumbles over rental options or bad drivers and whether Chappies is open for today.

Just a nitpick, the "two oceans convergence" is about 150km southeast of there - near Cape Agulhas. The exact line of convergence varies seasonally.

I realise this could be a wrong-answers-only situation, but if not, could it be a hide for birdwatching? Would depend on whether there are open viewing ports on the other side, of course.

Guess it wouldn’t have the best viewing angle, though, so maybe not.

It's possibly linked to environmental monitoring or research but not an actual monitoring station, more like storage for equipment when the researchers are there. There's always active research projects on the go in the area. Which beach was this near (Buffels Bay, Diaz Beach, Platboom, Olifantsbos, etc.) ? Might be easier to narrow it down then, as some of those have specific ongoing projects.
