Foreigners aren't leaving, and they've hardly fired anyone. A lot of public servants have taken early retirement with no penalty to their pensions. I've seen no major programs curtailed or cut, though.

And remember, this deficit is WITH a tens of billions of borrowed dollars injected into the economy.
