It's literally about I pirate that is looking for treasure that he'll probably never find. Why do people like this series so much. (to clarify, I'm asking this as a genuine question)

I'd recommend Super Eyepatch Wolf's "Why You Should Watch/ Read One Piece". It's a lot more thorough of an answer than I could give

I enjoy One Piece because it's an adventure. Luffy makes his first appearance about half way in to the first episode. A cruise ship sees a barrel floating in the water and picks it up. It then gets stolen by pirates who raid the cruise ship. We are put into a situation with the same knowledge as the protagonist. Then there's the fact that Oda acknowledges just how horrible of a world this would be to live in.

In the first 43 episodes, the litmus test for the series you have four backstories, but one is weak compared to the others and I don't think I can do the last one justice solely due to the length of it;

  • a boy whose father left to become a pirate and whose mother succumbed to illness. Everyday he runs up and down the village shouting that pirates are coming, because he's got no one. When pirates do come, the village chases him down as they've grown tired of his lying. Because he wants it to be "just another lie of his" he stands with Luffy to fight the pirates.

  • a boy working in the kitchen on a cruise ship, peeling potatoes and the like, talking with older chefs about the All Blue, a legendary sea with every fish in the world. Pirates raid the ship and the boy comes out with a knife trying to stab the pirate captain for threatening his dream to find the All Blue. This statement is met with laughter from most of the pirates. A wave crashed into the side of the ship and the boy gets thrown overboard. The pirate captain jumps over to save him because he never gave up on the dream of the All Blue. He manages to get them to a large rock and two bags wash up with them. He takes the larger of the two bags, declaring that he is an adult and had a bigger stomach, and tells the boy to sit on the other side of the rock and to only come to the other side if a ship is coming. After 70 days of rationing what food his bag had, the boy picks the knife back up and walks to the other side of the island. The pirate captain's bag is still full. He is reprimanded for coming to the other side of the island, but cuts open the pirate's bag. It is filled with treasure. The pirate captain had taken a rock and smashed off his own right leg underneath the knee and ate it (torn off by an anchor in the anime). The two are saved 15 days later.

Despite this, the two maintain a positive outlook on the world. The first is creative coming up with stories such as how when he was 5 years old he landed on an island only to discover that it was poo from a giant goldfish and created the Jolly Roger used by the Strawhat Pirates. The other will never deny someone a meal and admits that he's waiting for the pirate captain to die before he goes to find the All Blue. They've never given up on realising their dreams. This holds true for the man with the weak backstory. His aim is to become the world's best swordsman and the world's best swordsman appears before him. He naturally loses, but having a grasp on how talented his goal is, he still declares that he shall become the world's best.

As for Luffy and him finding the One Piece, he will by means of it being his series, but the method to find it isn't exclusive knowledge, anyone can if they have the power and resources. The One Piece is on Raftel, a hidden island. You can find Raftel by reading the four Road Ponglyphs which have part of its location engraved in stone. The reason why no one has found Raftel yet is that the Road Poneglyphs are in insanely hard to reach places. One is on, the second is in, the third is in. The fourth is unknown to the readers, but the two mentioned are some of the strongest people in the One Piece world, so it's not going to be too far. It's an adventure with a defined end point.
