I don’t believe this was the final episode. In the end card, Setsu is missing, and Yuri's expression isn't exactly bright. This can't be a happy ending. Besides, MAL lists it as having 21 episodes.
Many mysteries remain, such as those surrounding Kukrushka and the true identity of Setsu. Yuriko asked, "Will there be a curtain call?" and the dialogue responded with "Unknown," which also suggests it’s not the end.
My guess is they staged a "fake" final episode here to make the viewers feel a sense of loss, only to maximize the emotional impact in the true final episode (Episode 21). Since next week is reportedly a special program, the main story will likely resume after a one-week break. Now that the Silver Key is lost, I suspect "save data" will become the new key factor.
