It is Setsu’s own key. So it appears Raqio had a SINGLE Silver key which then created a paradox where Yuri gives it to Setsu, Setsu then later gives it to Yuri which allows Yuri to go around and give the still yet ungiven version to Setsu in the first place.

So Raqio’s single silver key hopped around creating paradoxes

Racio has never used the key themselves, so they've never seen one in action. I think that's what this means.

It could be that Setsu getting it on day 0 creates a constant where Raqio forgets owning the silver key
