Apparently Shiori has a bad habit of giving girls things they never asked for, first her flesh with that one girl, then her blood with Hinako

You would think she learned her lesson lol, apparently not really. I'm surprised the next thing she did, after being blown to pieces by a girl she gave her flesh to, was to give another girl her blood. Though, I guess she did drift in the ocean for decades.

She kinda did learn her lesson. The question is only what that lesson was. She learned that not everyone wanted her flesh (and the "bonuses" that come with it) and instead gave her her blood, which definitely works a lot different. It's a sequence of seemingly improbable actions that caused this act of kindness to well...end up like this.
