Someone needs to pat Shiori on the head and tell her doesn't have to only be the person who she thinks she is. She makes mistakes, but she's genuinely doing her best in a world that's completely alien to her just because she desperately wants to save Hinako.

You can really start to see how much she's come to deeply dislike herself by this point. Even after young Hinako isn't afraid of her, she assumes that even so much as remembering that she exists could only ever be a burden for her life, just like what Miko said about Japanese mermaids giving people nightmares. Her envy of Miko is genuine, not teasing or mocking; she tried the very first steps of becoming more than just a monster once, just like Miko first bonding with the girl who offered her onigiri, but unlike Miko, everything went utterly disastrously. It's easier to believe that you're simply a monster by nature, incapable of change and who should only ever be feared by humans, than to keep reaching out only to fail or make things even worse yet again.

When she told Hinako it was impossible for them to ever be friends, that wasn't because she'd never deign to associate with a mere human, it was because she doesn't believe she could ever be capable of forming real bonds with anyone. She likely intended to somehow fix Hinako with her "I'll eat you once you stop wanting to be eaten!" scheme and then just vanish from her life again - ironically, a lot like Hinako's own intentions to quietly go die in a corner somewhere with as few people as possible noticing or caring that she ever existed. But even though she always plays up the fact that she's a monster, a liar, alien to humanity, hearing Hinako agreeing with her about that was a like a slap to the face. I don't think she expected it to hurt her as badly as it did. She thought she'd accepted what it means to be a youkai, but there was still that tiny part of her secretly hoping Hinako would turn out to be right and they could be closer, like Miko - and now that person is rescinding that offer and seemingly confirming everything she'd believed about herself all along.
