It wasn't a punishment. It was framed as a punishment, but he was just using it as a bureaucratic excuse to ask him for a favor. Neither of the characters think it's a real punishment. And the audience is supposed to be aware it wasn't a real punishment. Ryo even explicitly says "that seems really lenient", to really hammer in the idea that it wasn't a real punishment, probably for the people that aren't good at catching social cues but I guess even that wasn't enough. But I promise you you're just misinterpreting the social situation and making it a much bigger deal than it is.

pretty sur they keep him low rank on purpose to not attract attention, i'm sur for normal people leveling from D rank to C rank adventurer take years and having somebody quickly raising through the ranks would probably attract the attention of at least some nobles.
