I believed Mantis man at first but then that last interaction convinced me he was truly clueless because he said that like with NO confidence.

At the very least I think he was lying about what Alien Steve said lol

I like to think that mantis knows what he's saying but he's telling the rest of the cast something nice cuz Steve is just cursing them out the whole time

With how Mantis was repeatedly saying that Mr. Ludris was only saying nice things, I assume he was just saying the biggest swears, many of them likely untranslatable to Terrans.

Some people can understand a language, but not speak it.

My Mother can understand english perfectly, but is completely incapable of speaking it, so it could be the same for Minecraft Steve Mr. Ludris over here. He can understand Mantis when he speaks Japanese, but can't speak it back.
