Just last week, I was hoping we would get a "serious" scenario between Panty & Brief, I guess all I needed to do was ask haha.

I mean, the story wasn't serious, but that last interaction between them felt like a genuine, nice little moment. She even flirted with him!

I really don't see how Panty could work in a romantic relationship. Nor does that seem to be the goal of the program, at least in the short term.

The only way I could see them together is with an open relationship. But I’ll settle with Panty just treating Brief better than her other hookups.

Realistically yes, it would never work.

However, this is Panty & Stocking, realism is merely a suggestion. I do think that someone as degenerate as Panty trying to pursue a "serious" relationship has great comedic potential.

It was quite close.

Remember towards the end of season 1 where Panty saw Brief's full face during that Romeo + Juliet reference? Or how she acted towards him during the climax with the key? It really did seem like she as giving him genuine affection during those moments.

It's called an Open Relationship.

Hubby and I have one.

Frankly most relationships are open, even if one side doesn't know it (but these almost universally end poorly in that case)
