They just animated a-minor being Hard R'd for a laugh.

I dono if you are confused or stupid.

But most Ecchi anime have the 13-17 Year old setting.

To love ru, High school dxd and many many more Noone is 18 years old.

YOU are the weird one for thinking this is strange or wrong in any way.

It is completely legal and these things are broadcasted on network television.
