I disagree with his alignment argument. What he's talking about is mostly neutral alignment.
Evil typically involved cruelty or abject dismissal of the needs of others.
However, I would still agree that he is evil because he completely dismissed the plight of the Paladins and mercenaries and was completely okay with Atou torturing them.
