So she genuinely likes Shirota and wants to be with him romantically.

In that case, perhaps threatening him by framing him for SA, making him your closet servant, and constantly putting him in situations he’s clearly uncomfortable with isn’t the best way to get him to be close to you. Kinda strains the relationship that you want to have with him.

The major characteristic of the character relationship is that they like each other, but Shirota has low self-esteem and Takamine doesn't know how to let down her perfect superhuman persona to be openly intimate. As far as the first episode framing threat I'm convinced it's an out-of-character derp by the author.

It could also be more that, she is slowly growing a conscience.
