Neva is so absurdly powerful in terms of magic it's insane. He can draw all of the dragon balls to him, gave goku ssj4, , sealed the different demon worlds(with a trap strong enough to incapacitate Goku!), made the tamagami as powerful as they are, and made this dragon

He's surely one of the strongest magic users in the series outisde of the Angels

Facts it's should make everyone realize piccolo true potential. It's the reason goku and piccolo became friends in the first place. Think about it without piccolo Goku or Gohan would have never found their true potential without a true namekian friend.
