Depends on a number of things like portability, how good your eyesight is and what kind of notes you take.
The longest I’ve used as a digital notebook is the Remarkable 2 (about 5 years). It’s a black and white eink device that’s mainly good as a replacement notebook. The writing feel is the closest to a pencil and paper.
The transitioned to an iPad Mini because i wanted color. Very portable device. Writing feel wasn’t as nice as the Remarkable 2. Had to use a paperlike screen protector and changed the apple pencil tip to a ringke tip. Close but still not as good as the remarkable. The screen was also a bit small for note taking.
Then I changed to an ipad Pro 11 inch. I miss the portability of the ipad mini but the bigger screen is better suited for my needs as I don’t have to zoom too much. Still miss the writing feel of the Remarkable but the paperlike screen protector helps the writing feel.
If Remarkable comes up with a colo Remarkable 2 I’d buy that in a heartbeat. They do have a color one, the remarkable paper pro but based on reviews, the writing feel is not the same. Also quite expensive.

ergonomics is a BIG part of it
obviously assuming the screen and pen are identical (they never are) but a bigger panel gives you physically more room obviously
but if you're holding it in your hands, a smaller tab is WAY easier to deal with
I've used everything from a note2, up to my surface pro (12.4")
the phones are great for quick notes, the SP was great for marking up PDFs

Technically yes.. But the stylus should be good too imo
