Refusal of Work question

Today I got a call from someone from (I THINK) a temp agency who found my resume on Worksource. The caller talked to me and asked me if I'd be interested in a job with approximately an hour commute for a job that paid about $10 per hour LESS than my previous job. I told the caller I was not interested in the offer.

Does this constitute an offer of work, and what should I take into consideration when deciding whether or not to report this incident on my weekly unemployment claim?
