RESOLVED having issues creating an application

I tried to log into unemployment and it said my social security number was being used for an email that I did not recognize, so I completely restarted over and it went through the second time but when I went to submit my application it says my social security number must match the social security number when I created my account.

I tried calling the support number and it just keeps kicking me out. is there anybody that can help me or give advice?
