Angle grinder disc

Got all steel disc the other day. The hole is bigger than normal I dont think its safe to use.

Anybody know something about this type of disc?

This looks like the cutting wheel from a key duplicating machine but slightly bigger diameter. Likely to a milling machine of some sort.
