How severe is electricity rationing in the winter?

I’m reading articles and some say it mostly happens in rural areas, while others say the power gets cut in Dushanbe too. Do cities like Dushanbe, Bokhtar, and Khujand experience electricity rationing regularly? If so, how do people stay warm? One article said electricity rationing is planned to be phased out by 2027, do people trust this to actually happen?

It is planned to be uplifted because that's the year the second set of turbines for Roghun HPP are planned to be deployed (3rd and last will be deployed in 2030s). It depends on how much water will be collected in reservoir by then and whether our power grid infrastructure has reliable equipment (it hasn't)

In major cities it is not as bad as other places. A lot of people from villages move to cities during the winter, but power outages are still fairly common. In rural areas power is out during the work day and usually on at night, or at least that is the goal. A lot of village people get sick in winter if they can't move to a city, and apartments cost more in the winter time. There is a growing market for electric cars which the power grid is struggling to keep up with. While people are working towards solutions to keep power on 24/7, I think 2027 is pretty generous.

I would say in Dushanbe electricity is generally always available. If we've had cuts this past year they are brief and not too frequent, so I hardly noticed
