What to do.

My Bical. is getting out of hand and has now started to produce upper pitchers. They look OK but they're not those stonking lower/intermediate ones.

Is there any point taking cuttings? I'm assuming any resulting plants would just produce uppers.

Is it even possible to use that thickness of stem for cuttings?

Should I just cut it back to force it to produce basals and forget about cuttings?

Yes, you can make cuttings from stems that thick. IME a cutting taken from an upper stem portion will produce uppers if you take 2-3 node cuttings. Single node cuttings tend to revert to lower/intermediate pitchers. This is my personal experience with a few hundred cuttings over the last year, and a mix of intermediate and lowland species and some hybrids.
