Could someone please help me with how I can make this salsa at home?

Hot, cold, or room temperature? Looks like a cooked tomatillo salsa, the red flecks I'm assuming are chili arbol. If it's warm or room temp, the color says maybe some chicken stock in there. I see cilantro as a garnish, obviously.

What's that garnish? Could it be sage?

Looks like cilantro and cilantro that has "gone to seed"
