Is this the right place?
I have a friend whose ex has a history and we need to uncover why things like a license has been revoked, who owns the phone numbers, past court cases and arrests that we can find via Google. Child’s safety and well being is at risk.

You say "we." Are you helping your friend uncover this info, or are you doing it on your own?
If the ex is a danger to the kid, your friend needs to file a report with CPS/DHS explaining why. They'd likely look into him and his history from there, and grant a protection order for the child if they find it necessary.
If this is you doing this for your friend, without their knowledge, then you need to contact CPS/DHS. If the friend isn't involved, they may be jeopardizing the safety of their kid if they're trying to look the other way when it comes to red flags.
Getting a basic start depends on the state you're in. Some states have public "courts online" sites where you can search by party name.

If you’re in the US, the website Judyrecords.com consolidates court records across a lot of jurisdictions. Try searching there.

This borders on doxxing, which isn't allowed.
If the child's safety and well being are at risk, she needs to call the police and get a restraining order.
