Easy fix asshole. Redraw the city limits to put 90% of the city population outside of D.C. I'll even name the new territory for you.

Columbia.

No taxation without representation.

Douglass Commonwealth. Keep the DC name but remove Columbus from the equation

Though I'm not a fan of Christopher Columbus, the female personification of the USA is still acceptable I think. That said I think Douglass is a good alternative.
