You can make a case that the limit of number of Representatives in the House to 435 by an Act of Congress went against the founders principles and intents. 

The Permanent Apportionment Act gave smaller states significantly more power in the House of Representatives, which the Constitution didn't. The House was weighed to give the larger population states a greater voice, while the Senate leveled up smaller population states. 

The current Republican party is based on leveraging that change by appealing to the smaller, mostly rural states to achieve full control of Congress. 

If the entire country was equally districted based on the smallest population state having a single district, the larger states would have many more representatives. California alone would gain about 13 districts based on Wyoming having a single district. 

While this Apportionment Act appeared neutral when it was enacted, it has led to significant changes in how our government and politics work.
