Risks with buying used bike from a private person in AZ?

Hey everyone, I'm looking at buying a used bike from a person (not a dealership). The bike has a bank lien on it. The seller proposes he signs a bill of sale when I give him cash. At that time, he gives me the keys and we go to his bank, pay off the lien and the bank will do an e-Title clearance which clears the title "instantly". Then, he proposes we can go to a DMV and transfer the title to me. Does this process seem reasonable or are there risks involved here? I checked the title, he and the bank actually own the bike.

I have done this before. Do it at his bank and explain to the bank representative that a portion will be going to pay off the remaining balance. Have their bank notarize the bill of sale and exchange cash and keys in front of them. The representative can facilitate the deposit that will pay off his loan.
