This is the point. The worse education is, the dumber the population is. The dumber the population is, the more likely they vote Con.

Maybe if they actually punished the kids who act up and suspend or expel them it wouldn’t be such an issue.

Because they’re wrong. Research finds that punishment increases negative behaviours rather than decreasing them.
Even if you like the idea of punishing kids, it’s just not supported by evidence.
Things that support kids - like universal free meals, and the supports Houston is cutting - are what reduce negative behaviour at school.Â

‘“…we're going to do everything we can to support them in the classroom," Maguire said at the time.’ That statement is directly contradicted by nearly every major decision he’s made as education minister.
Not filling an unfilled SLP job is a cut to student supports -> less students will receive timely support from professionals who already have massive caseloads. There are so many more instances of this across different roles but it sounds fiscally responsible to frame it the way Maguire and his department does.
