Tell me why duke is flying around in their helicopter so close to the ground my windows started shattering

If it's registered to duke they're almost certainly inspecting high voltage lines.

Helicopters enjoy pretty significant exemptions from FAA minimum altitudes required of other fixed wing aircraft. Chances are this one is doing visual line inspections or other direct-contact work with power lines at pole-top heights. Since you have the helicopter’s N-number, you can look up the owner and contact them about complaints or damage.

It's a more efficient way to read meters. With a pair of binoculars and helicopter, they can take care of a whole neighborhood in just a few minutes
