Text Download speed issue

My download speed was fine for the first half of a download but then it started dropping from mbs to kbs and then kept jumping up and down but was mostly in kbs, I am on a phone tether. I tried hiding tether usage but that didn't work, changing usb port didn't work, the cable itself is fine, only thing is that the file sever host or whatever could be causing it but that wouldn't explain why the firdt half of the download was going smoothly.

Why not? The server wasn't busy until it suddenly was.

Why would it suddenly lose all traffic and then gain it back again, but your right it could jsut be randkm peaks and stuff

Downloads are split into equal size resources chunks, the previous chunk finished downloading while the new one failed to start.

Sounds like they are throttling you (the cell company). They keep the speed high enough to keep web browsing snappy and to get good looking speed test numbers.
