Writing Help Realistic access to Information, Jutsu, equipment and general techniques

I'm trying to understand what kind of limits Genin would have to Shinobi info after graduating from the academy. Chunin and Jonin I've mostly got it down but what kind of accessibility do the lowest ranking ninja have on jutsu, fighting styles, bingo books and weapons even.

I've read fanfics which have characters using a library to expand both their knowledge and arsenal but they sometimes over do it. You can't expect me to believe that Naruto became a Chunin level ninja after a week by studying in a Shinobi library. And Shinobi library is a stretch too since canonically it is confirmed to not have much in regards to the Shinobi arts (I think).

And since I'm preparing to have a long fic (undecided on how much I'll write), what kind of info would Genin be capable of getting their hands in.

History of Shinobi clans, strifes and past battles is a given but what about their Kekkei Genkai? Clan techniques? Ways of life and traditions?

For example, let's say there is a book with detailed descriptions of a clan's History and Kekkei Genkai like I mentioned above. Would it also state the limits and capabilities of said Kekkei Genkai?

I know that enemy Shinobi covet Dojutsu like biological gold but would the youngling Shinobi have any idea of their capabilities?

In canon peoples ability to learn jutsu is entirely dependent on your connections and the people around You. 

Like most notable ninja are from clans who use their clan techniques or are lucky to be taught by a invested jonin. Or a super genius who makes up something new  Themselves. 

Your Average genin and chunin we See Are genuinely just canon fodder who mostly fight with standard ninja weapons and have one or two elemental jutsus at best. 

As for access to weapons and equipment it really is just limited by how much Money you have access to.

On that note in regards to cannon, do you think the entire ninja alliance retains the knowledge of how to use mud wall since Ino quite literally taught everyone how to do it??

Yes 

Mud wall was picked as the defense jutsu specifically because it’s a easy jutsu to pull off

It's a tough question. In cannon there is always so much "wha-.. but how?" Followed by an explanation it always seems like even the most transparent of kekei genkai skills are unknown. But really, that's just for the viewers. Can't have a library binge in a shonen show.

The most realistic is for the village to have a shinobi library, but it's filled with mostly useless stuff. A bit on control, maybe some taijutsu beginner level, then other generic stuff like shinobi conduct, tactics, a primer on clans in and outside of konoha. If there's any such thing as a jonin only library, then it's deeply hidden, possibly scattered. Some info in a secret library, some locked elsewhere, some given access to on request by the hokage because it is hidden alongside the forbidden scroll.
The bigger clans probably have a library, but some clans ldefinitely only keep their skills to one on one training. Hyuga, Nara and Yamanaka and Aburame come to mind. Ninja life doesn't lend itself well to the self taught route or the bookworm route.

That being said, I like when fics have a useful library.

The only way for Genins to gain access to more knowledge, techniques, etc. Is for their Jonin senseis to teach it to them. Becouse having an actual library with Jutsu, even low-ranked ones, or important information about Kekkei Genkai is really stupid. Shinobi Villages are Militaristic Dictatorships; they would realistically never do such a thing.

If I am not mistaken, and perhaps I am... but didnt Sasuke, Sakura, and Naruto, in Original Naruto, not know what Byakugan was, during the Chunin Exams? If I remember correctly, that is... But I am probably mistaken, given that if I were right, it would be kind of weird, given that while they may not know every single ability Byakugan had, they should at least have heard of it, given Hyuga Clan is one of the most prominent of Konoha Clans...

There most likely levels for techniques library if there is one like D , C , B and so forth the higher your rank ( chunin , genin , jonin ) the more techniques you have access to
